At its meeting today, the Bundesrat refused to approve the federal government's draft, which had already been approved by the Bundestag. The reform bill will now be referred to the mediation committee, where an attempt will be made to reach an agreement.

The longer the reform project drags on, the more relevant the question of the constitutional admissibility of the retroactive effect of the law to 1 July 2016 becomes, as the Federal Constitutional Court set the legislator a deadline of 30 June 2016 for a new regulation in its decision of 17 December 2014.
